Demand a stop to smoking inside condominium units

We live in a community where we share plumbing, electrical and other piping. I propose to make all condos nonsmoking inside with outside designated smoking area‘s where people that smoke can continue to smoke. The smoke from smokers get into the spaces where the piping is as well as the furnaces are located and spread the smell throughout the building.
I also purpose that owners of condos that are used as rentals must put into the lease agreement no smoking is allowed inside their condos at any time.
