Special CT tax districts need to comply with State Idling Regulation

Since BLT has been constructing Harbor Point with State and Federal Dollars, they have been failing to comply with the State of Connecticut 3 minute idling regulation, most particulary on the boarder with multi family residential homes and condos.
The corporate council of Stamford, Jim Minor has taken the position that our police department cannot enforce this resolution on BLT, the developer on their private property even though it effects City of Stamford taxpayers.
We would like the City police department to enforce this resolution for the health, safety and quality of life that we all are entitled to.
Per the Special District Act, section (n) 2,
" Except as specifically provided in this section, all other statutes, ordinances, resolutions, rules and regulations of the state of Connecticut and the city of Stamford shall be applicable to the property, residents and businesses located in the district.
