Petition To Change All Animal Control And Shelters To A No-Kill Shelter

Each year 4 million dogs and 3 million cats are euthanized at euthanizing (killing) animal shelters.  This is unneccesary not to mention inhumane because euthanizing pets cost a lot and the government actually have a lot of misdirected funds (like a $1,000 toilet seat) that they could better used by building larger or more shelters.  If the State of Massachusetts, where I live, can have all no-kill animal shelters than all states should follow this honorable, loving act.
