Bring in Animal Licence's

To many animals suffer to much at the hands of their owners and could end up begin destroyed at no fault of their, but at the owners mistreatment, we need to bring in a pet/animal Licence, We need to do checks on people. Who want animals either as a pet or working To make sure that the person can afford to keep the pet If they have any form of criminal records mainly violent behavior All fines should go towards caring for all mistreated animals( if its not already ) A study should be done on current banned dogs to see if their violent or not and update accordingly as many dangerous dogs are only dangerous at the owners hand who make them so.
