Do not allow animals to die outside during the winter season

The issue is people have pets animals whatever they want to call them and they're outside animals I can understand but when the winter time comes they need to be brought in some places get to the temperature of minus okay they have no chance to stay warm and fight okay they shouldn't have to freeze to death outside while their owners are inside nice and warm so the solution is pass the law during the winter time they have to be inside the house or other adequate measures have to be taken to provide these animals safe warm shelter during the cold winter season
