Help ANIMALS and PEOPLE in arkansas!

While most states in the United States has animal cruelty listed as a felony, arkansas is one of the few left keeping this grave offense at only a misdemeanor. 
For the truly sick people to be caught doing these atrocious acts (which is rare), they only get a slap on the rist.
These people endanger the lives around them with being reckless and savage.
FBI and university studies have linked serial killers with animal abusers on countless occasions. This is a petition to help the great state of Arkansas to see that these crimes are more serious than what they are currently deaming them.
The more severe the punishment, the less things like that will ever happen... studies have also shown that.
