Im Demanding more rights and Insurance for Tenant's

I have had the miss fortune of having to live in accommodation, with having to pay a Slumlord, who refuses to do maintenance to the property three years so far... he is not concerned about health and safety Switches his phone off out of hours so no one can be contacted in an emergency. What I want and demand is the Government to get tougher on Slumlords allow tenants to have Insurance to help pay for maintenance to be done. And for landlords to be held responsible for neglecting there duty of care to the properties.
