Demand that South Carolina No Longer Treats Dogs as Property, Now!

I moved to Mount Pleasant South Carolina last year and have witnessed many dogs tied to fences and permanent structures with an small dog house or igloo unable to leave a 5” by 5” area, never coming in doors and suffering the most brutal of weather. I have called police during the hurricane, freezing rains and brutal heat and have been told by Animal Control and the Police that dogs are known as property and as long they have water and a dog house (even in filth) that there is nothing they can do. I have stayed up many hours and hoping the owners would take the poor dog in and nothing. Please help me... I have contacted the channel 5 news and nothing, I contacted our Senator and nothing so far. Dogs should be treated better and right now it’s freezing and that dog is tied up in an igloo with no food and water bowl freezing. PLEASE HELP ME!!
