Why does an organization tasked with the enforcement of a provincial statute need to raise money in order to enforce the law ? How many laws in New-Brunswick upheld by charitable organizations funded by donations.
My question is : Why should there be a line drawn between enforcement groups? How can the NBSPCA effectively fulfill its mission in providing province wide leadership in the human treatment of animals, enforce legislation,educate the public and insure shelter for neglected or abused animals without government funding for animals protection.
Who should be responsible for court cost? why is it the government writes the legislation in the province and ask this organization to enforce such laws and doesn't provide government funding to do it?
