My sister can hear her neighbor screaming at his dog every day. She's seen him tied to the same tree outside with a heavy chain all day when he leaves for work with no bowl of food or water. His ribs are clearly visible, and he has multiple injuries all over his body. My sister had been trying every day to help, such as calling animal control or the police, but her neighbor threatens to beat her up or get revenge if she does.
