Help me Stop this man from abusing Animals

This man is driving around Key West and on the highway in 90 degrees with animals attached to his motor scooter. He is abusive and the animals are coved in feces, the 2 cats on the top can not turn around in there carriers. The little dogs in the bottom crate look terrified. Please see the link below and help me please to get these animals into a loving homes.
