Make Congress Responsive and Responsible

Congressional representatives cannot possibly be responsive and responsible for 700,000 or more constituents. Make the size of a congressional district smaller so that more people can serve in congress, it will take less money to run for a seat, and congressional representatives will be better able to know the people they are supposed to be responsible to.

This will require a Constitutional amendment because for about a hundred years, the number of people in the House has been frozen at 438. A congressional district should be a half, a third or even one quarter the size it is now. While we're at it, we might want to give representation in the House to the District of Columbia, Puerto Rico and the other territories, too.
