Stop Alternate side parking tickets when no snow is present/forecasted

My issue is parking tickets for "alternate side parking" during the winter months for the purpose of snow removal, when there is no snow on the roads and no snow in the forecast.

My goal is to have a stipulation that there needs to be snow present/forecasted for the issue of the parking tickets.
