Demand the end of using horses as transportation

Location: Lancaster, PA

While I was driving, people were using a horse carriage and they were whipping the horse multiple times to get the horse to speed up and turn. I feel like this is animal crulety and this should not be allowed. Regardless if you feed the horse well... Would you do this to your dog?
