Visitation with siblings that were illegally taken

I was a foster parent for these two children beautiful children one of them I raised from birth and the other one I raised from 4 years old. the youngest is an December and the oldest is 12 but I was wondering if I could have someone who has a heart and some understanding of my story and is willing to work around to get my world back my children at least visitations. I was convicted no evidence but I was going through a lot at the time and the caseworker knew about it until now help me so I was at my weakest point so please someone get back to me. I cannot have children due to medical reasons and these are the only two that I have in my life or had in my life and I miss very much and we're just taking without no explanation or at least make it easier for the kids.
