Have individuals with substance abuse take more responsibility

Despite efforts in the part of the federal government, to reduce the amount of Narcotics, including narcotic analgesics, heroin and prescription drug abuse is still on the rise. Physicians prescribing of narcotic analgesics, has gone down dramatically yet dealers are getting prescription pain medications from other illegal sources. Which has just fueled the problem. Heroin use and heroin-related and other narcotic related deaths are on the rise and continue to rise.
I propose that we pass legislation to reduce the burden on Physicians, and have individuals with substance abuse take more responsibility physician should not be held responsible, when a substance is given in good faith, only deleteto be misused by the individual.

What is not being addressed, by the media and the government, is that individuals live legitimate chronic pain issues, who require Controlled Substances to maintain good quality of life, are not getting the therapy that they deserve, the number of suicides due to this have been on the rise. Letting individuals with substance abuse problems win, and taking all the responsibility away from them is hurting the medical community as a whole, and is causing significant compromise for the greater good
