Dogs are not property. They are family.

The problem is when a couple is going through a divorce and if the dog is legally one of the couple's dog then by law the dog needs to be with the owner. The cops are doing nothing about this and saying the dog is consider property not a family member. I am fighting to get my dog back. I am the owner and my soon to be ex husband is doing this on purpose to make me suffer. My dog is suffering and needs me and vet care. Please help. I want to make it a law that dogs and cats are family and if the owner has papers then the animal should be in their care.
