HELP ME STOP THESE HABITUAL ANIMAL ABUSERS

Here's the problem at hand. These people for over 20 years, have gotten away with serious neglect, to countless dogs. They get it young, play with it, then as it gets older and loses it fun phase, they chain it up outside. Forgets to feed and water them but once a week. These dogs are in texas, in diet heat, w no water, no food, no attention or human physical contact. This IS ABUSE!!! NOBODY BUT 1 ELDERLY LADY HAS BEEN TRYING TO DESPARATELY HELP THESE DOGS!!! The animal control is only concerned about their shots. The police turn a deaf ear, the humane society has not gone out to investigate.
THE LADY NEXT DOOR WAS SCOLDED BY ABUSERS FOR GIVING FOOD AND ICE EATER TO THESE DOGS!!! HELP ME , HELP HER...BE THEIR VOICE!!! SO THEY HAVE TO INVESTIGATE!! PROSICUTE AND AYRIP THEM OF THEIR RIGHTS TO OWN ANIMALS!!! BE THEIR VOICE, STAND WITH US!!🐾🕊💕
