change the SMCHS parking pass system back to the way it was

SMCHS has changed their system of distributing parking passes to upperclassmen to a new system which is to only select 50 juniors at random to give parking passes to. This is unfair to the 350+ other juniors, and it is much more fair to keep the system as a first come first served (like it always was) for all juniors and seniors. The old system has worked just fine in the past, and the juniors and seniors were happy with their parking spots. However the upcoming juniors are unhappy with the new rule and will be even more unhappy if this system is carried out this next school year.
