Devan's Law, stop bullying

Devan at 14 was stabbed and killed by his bullies at school in front of his mother, the school and police were notified about the bullying prior to this and nothing was ever done, we need a new law put in place to stop bullies right away.. Why do parents get punished for raising such loving, caring, respectful kids just to get bullied at school? Please sign the petition Devan's Law RIP Devan
