Implement Uniform Procedures for Placing Officers on Brady/Giglio Lists

    The Issue
    In Kansas, officers can be placed on a Brady/Giglio disclosure list—effectively ending their law enforcement careers—based solely on a letter from a police chief or supervisor. No evidence. No hearing. No chance to respond. This secretive, unchecked process destroys reputations and livelihoods without due process or accountability.

    We demand legislative reform.

    We call on the Kansas Legislature to pass a law that:

    Requires written notice and the right to respond before placement on any Brady/Giglio list.
    Establishes clear, objective standards for inclusion based on verified misconduct.
    Provides a formal appeal process to challenge wrongful placement.
    Prohibits retaliation and protects whistleblowers from political abuse.
    Iowa passed such a law in 2022—and it’s time Kansas does the same.
