Open universities and colleges, allow students to go back on Residents. Now !!

Instead of let grade R to go back . Why don't they allow students to go back universities and colleges. Our government failed the students we facing so much problem with the online learning others don't know laptops, smartphones or any device can use . And others failed their semester module because th lecture can't find their work on the system and they got proof of submittion they forced to write supplementary exam. What if they fail that supplementary exam??
