give small youtube channels more time to get the 1000 subscribers

Youtube came out of the blue and mailed us the new circumstances to be in the youtube partner program and to be able to monetize the channel.

I demand they do it gradually lets say 100 by february 10
300 by the end of the year
and a 1000 by march 2019
