The Chinese to bring in a Animal Rights Act?

It has no Animal Right Act and consequently farms/places still abuse animals. This has included skinning alive animals and other methods of torture killing. China is one of poorest offenders of Animal Rights where many forms of animal abuse carries on due to the lack of legislations needed to prevent it. China has recently brought a few laws in against animal abuse. I hope to promote their efforts?
