Rehabilitate and re-home aggressive neighborhood pit bull

Our girl pup was attacked by a neighbors agressive LARGE pit bull mix on our property in our own backyard. My husband had to wrap the collar so tight around the dogs throat, until it passed out before letting go of her neck. We were informed by animal control that nothing will be done until after a second attack. They don't have to fix the fence, they don't have to train the dog, and the dog doesn't have to wear a muzzle. Even after a second attack, the dog will only be put on probation. This is not the first or the last time this dog will get out. These dogs need to be taken away from his irresponsible owners and rehomed somewhere someone can rehabilitate them and contain them to keep everyone (including the dogs) safe.
