Demands desexing for human's

Today's day and age we have a system thats over writed in the welfare for children.
The proper care isnt being given to those who need it the most.
All these children didnt get asked to be brought into this world, they never asked to be neglected and taken into the system.
My goal is to aim that mother's who lose there kids into the system have a chance to get them back, if they fail to do so and end up having another child and the same thing happens its should be made mandatory that the parent gets desexed.
They have had 2 chances to be a parent. Why should they be able to have more and continue to have the right to damage more children that didnt ask for it?
By desexing a mother after a 2nd chance the system will stop being so over writed, more children will gain better care and a brighter future to look foward to.
