Safty Gear For All Motorbike Riders

On the 14th of October my husband had a Road Traffic Accident , he was rushed to hospital and was later sent home with a displaced and broken coller bone, we were told if he hadn't been wearing his motorbike gear then he would have probably have been in a wheelchair or worse, This got me thinking, In a car you have to wear seat belts but on a bike you only have to wear a crash helmet why? When we all know that the gear most riders wear saves lives.
I have seen young and old alike wearing shorts and tshirt on bikes I have even seen one man in flip flops, How on earth would that save them in any kind of accident? The answer is clear it just wouldn't and heaven fobid but if it was a big crash like my husbands then the family's would probably be saying their goodbyes.
I think it should be law that all bikers of any age or cc bike should wear the right safty gear all the time while out riding. No matter what the weather, This would also have a knock on effect of less cost to the NHS as alot more bikers will be able to leave a&e instead of lengthy stays in hospital.
