Don't let Missy the drowned dog die in vain.

There's just no justifying drowning your dog in a rucksack. Yet when one Norwich, UK man learned of looming veterinary bills for his dog Missy he did the unthinkable.

He stuffed his dog in a rucksack — with only her head sticking out of the bag — and tossed her in the river. Horribly, the sick dog awoke when she hit the water, trying in vain to escape the bag and swim to shore. She didn't make it.

Local magistrates investigated the incident and the local court found the man guilty of animal cruelty. He was barred from keeping an animal for ten years and sentenced to a suspended six-week jail term and roughly roughly £408 in fees and fines.

It's too late to save Missy, but we can help prevent similar tragedies in the future. That's why Care2 is calling on the City of Norwich to establish a new reserve fund specifically for the purpose of educating the public on the legal and financial obligations of pet ownership and funding needed animal care for pet owners who can not afford it.

In the wake of Missy's tragic death, we can raise our voices to establish a new model of compassion for pets and pet owners in Norwich. And it could be a program that could be studied and adapted to reduce animal cruelty in communities around the world. But to convince the council, we need signatures from all over the world — and lots of them. Can you help?
