Grant Parents/Guardians Insight Into Minor's Medical Records

I would like to change this medical presidency that has taken place when a child turns 13 the parent is no more the say so of the child's medical record or if the child does not want the parent present at an exam, they will have to leave the room. How can a 13-year-old make sound medical decision for themselves. How can the medical society allow for a child to be sexually active, ask for birth control or be pregnant and if the child does not want the parent to be aware they will not be notified and the parent is taking care of the child basic needs. This should not be allowed. Until a child is 16+ they should not be the say so on their medical well-being.
