Because San Rafael’s at-large elections keep protected minorities such as Latinos out of the city’s political process, San Rafael’s city council does not represent the diverse population of the city.

— Latinos comprise 30% of San Rafael population
— never has there been a Latino on its city council!
— high cost of campaigns is a huge factor why—upwards of $100,000 per candidate
— high cost of campaigns kept incumbents unchallenged in the last two election cycles—no election took place
— three of five current council members were appointed
