Stop the unreasonable deaths of Marine animals in NYC waters

Just in the past few weeks NY has come across a few marine animals in distress. All NY has done is mostly stand by and do nothing. Look at that poor Dolphin stuck in human trash fighting for it's life and what does NY do? They stand around getting paid OT to watch some beautiful animal in desperate need of our help struggling for days and finally dying after nobody did anything to help.. Yet Cali sends rescue into a river for a lost lil poodle? Yeah Cali BOO NY. Listen it comes down to this the world is OUR's human and animal alike. We as in Humans are supposed to be the smartest of all animals. So if were so smart how hard is it to Help. Please HELP. Tell NY that just standing by doing NOTHING is NOT Acceptable.
