Should Pets Have a Free Health Care Service?

Every pet has a right to have a national health care service no matter what circumstances they are in. Thousands of people are paying a ridiculous amount of money to see a vet or to be operated on. should we as a public be paying for this kind of treatment? Don't we have bills to pay and pet food to buy?
