BT cannot be allowed to charge for terrible broadband

BT have a monopoly on internet supply which uses telephone lines because they control the telephone lines. Rural areas of the country have terrible broadband service due to unmodernised telephone lines. Yet in villages such as ours which gets an erratic BT broadband service of around 2.5mb download, no guarantee of upload and which frequently goes down get charged exactly the same as twon centre customers who get superb service on modern lines.
BT should be forced to guarantee a minimum upload and download speed for rural areas below which they cannot charge for the service.
