Stiffen the Ice missle penalties

Connecticut passed a law that mandated car owners to wipe off the snow and ice on the roof of the car. The penalty was a fine of $1,000. The snow and ice can drift off the car and land on a neighboring car, and can cause accidents. Increase the penalties to a class B misdemeanor charge punishable by a $1,000 fine and six months in jail. Thank you
