Demand keeping AUB cats on campus, taking care of their food and health by giving them vaccines every now and then

I heard that the cats on campus will be removed, and not being fed again, the cats are less now, and nobody is feeding them. this is making them more aggressive. Isn't there a policy that forbids from hurting cats , like torturing them and cutting them into pieces. IF I wish to adopt a certain cat in AUB , what is the procedure for it, and will it be examined by the vet and given vaccinations?
