Parking for Residents

I live in an apartment above a store here in Circleville and have ran into a lot of issues regarding parking. I have gotten permission from store owners to park in their spots when they are closed so I don't have to park on the street. But when I do park on the street I get parking tickets but I live here. My petition is to get Parking Badges or something of the like for residents that do not have private parking spaces. I have seen a lot of people recommending this and getting kicked out of my spot today made me want to do something about it.
