Water storage now

A simple solution to a major problem.
During this time of drought here in California, we need to come up with some simple solutions to saving water. Here in Sonoma County we have a large agricultural community sharing limited water supplies, along with the residents and businesses dependant on this same supply.
When we get our heavy rains, millions of gallons of water simply flush out the Russian River into the ocean. If there were some canals 2-3 feet wide placed at intervals along the banks of the river that lead to underground storage tanks, water ponds, or simply back into our ground water supply, billions of gallons could eventually make its way back into our water supply instead of just washing out to the ocean. This could also help with flood control for the town of Guerneville that has always had trouble with flooding during our heavy rains.

We should do this with all rivers statewide that just flush away our precious resource.
