Demand USPS to hand out tracked priority boxes without scanning in Puerto Rico

    As almost everyone knows by now Puerto Rico has been largely affected by Hurricane Maria. There's no comunication, electric power and water services. Getting food and other 1st necessity supplies to the needed is an odyssey. A lot of Puerto Ricans have sent priority flat rate boxes to their families and they've been denied to pick them up because they have no way of scanning them. Even if they show ID, or have a key to the PO Box and tracking number, they are not able to receive them.
    Can they please do this in an old school way? Write the tracking number in a paper/book and have people sign for it as received. Then send that list to where the data can be entered in the system. There should really be a waver in this emergency situation.
