Elephants are among the most intelligent and emotionally complex animals on Earth—yet many are still controlled through pain, fear, and force. In India and in other parts of the world, elephants are kept in chains for hours or days at a time and punished with sharp tools like bullhooks to break their will.
Chaining an elephant restricts movement, damages joints and feet, and causes severe mental distress. Bullhooks—metal rods with sharp hooks—are designed to inflict pain on sensitive areas of an elephant's body to force obedience.
These tools are not care or management — they are instruments of abuse.
Despite growing public awareness, chains and bullhooks continue to be widely used in India, even though elephants are legally protected. Weak enforcement and outdated standards allow these practices to persist—despite the fact that humane, cruelty-free alternatives exist.
We call on governments, authorities, and institutions to end the use of chains, bullhooks, and other painful control devices on elephants, strengthen enforcement of existing protections in India, and uphold humane treatment standards that recognize elephants' physical and emotional needs.
