Stop domestic abusers from using pets as pawns. Support the PAWS Act

The connection between animal cruelty and domestic violence is well documented. Abusers often harm pets to intimidate and control their human victims or to prevent them from leaving. Too often, victims of domestic violence stay in dangerous relationships and delay seeking help out of fear for the safety of the pets they must leave behind.

Thirty-two states, as well as the District of Columbia and Puerto Rico, allow courts to include pets in domestic violence protection orders. But as important as these laws are, domestic violence doesn't stop at state lines.

The federal protections offered in the PAWS Act will help victims of domestic violence and their pets escape abusive environments and seek the safety and shelter they need — across state lines, if necessary.

The ASPCA is working hard to ensure lawmakers pass the PAWS Act, but we need to build more public support for this lifesaving legislation.

In December 2018, Congress passed and the President signed the Farm Bill. One of the biggest wins for our nation's pets was the incorporation of the Pet and Women Safety Act, vital legislation that protects victims of domestic violence and their pets by making it a federal offense to cross state lines to injure a pet. The ASPCA applauds Congress for including the groundbreaking provision, renamed as the “Protecting Animals with Shelter Act,” in the 2018 Farm Bill. Thank you for supporting us!
