We, The Good People of Port Jervis, Petition Our Local Government for
the following to occur with regard to boom cars in Port Jervis:
1) We want a Higher Fine: The fine currently set forth in the noise
ordinance is outdated and does not, in any way, deter violators from
proceeding to violate the noise ordinance repeatedly. We want the
first fine to be at least $250, the second fine $350, and the third
fine $550.
2) We Want an Impound: Preferably the car should be impounded on the
first offense, if not on the first, then the second, if not on the
second, then definitely on the third offense. It is known that in
Peoria, Illinois, that since they have instituted impounds on the
first offense, the boom car violators have decreased significantly.
3) We Want a Separate Line Item: The boom car incorporates low
frequency which is not just noise. It is not measured in decibels, it
is measured in megahertz. Low frequency contributes to heart disease,
birth defects, and cancer by causing the adrenal gland to vibrate in
the body and thereby releasing adrenaline chemicals. The boom car
also is known to release up to 175 decibels which is known to cause
permanent hearing loss (causing microscopic hairs in the ear to be
destroyed anything over 120 decibels) with children and animals at
higher risk.
4) We Want Rigorous and Aggressive Enforcement of the Noise Ordinance
by the Port Jervis Police Department.
-Also, boom cars lower real estate values as proved by the
Environmental Protection Agency in their studies. The number one
reason why people move is noise.
-Also boom cars are a safety hazard, without ability to hear emergency
vehicles.
-Also boom cars in general are a nuisance and disrupt our quality of
life and decrease our peace and quiet in our own homes.
