clothing standards at Lexington High school

How come cheer skirts are okay in school systems such at Lexington High school but ripped jeans, leggings, and Nike shorts aren't? Cheer skirts are short and tight and are some how acceptable but for cheerleaders but all the other clothes items stated above aren't for other students. Students should be able to wear what these items.
