Demand animal abuse be a federal offense.

The increase in animal abuse is on the rise. They are tortured, maimed, neglected even sexually raped. Offenders need to be locked up. Never to own another pet. If the crime was met with appropriate punishment animals would be safer. If all states were mandated with harsher sentences these crimes may decline. No more slapping the hand.
