Pennsyvania's constitution, in Article I, section 2, provides that "All power is inherent in the people, and all free governments are founded on their authority and instituted for their peace, safety and happiness. For the advancement of these ends they have at all times an inalienable and indefeasible right to alter, reform, or abolish their government in such manner as they may think proper.

Accordingly, we the undersigned citizens of the Commonwealth of Pennsylvania, do hereby petition the Governor, and General Assembly of same, to, at the 2006 primary election, provide for a referendum on the question of the calling of a constitutional convention of unlimited powers, and for passage of the enabling legislation providing for the selection, nomination and election of delegates, defining the powers and duties of the convention, and providing for a subsequent referendum on the convention's recommendadtions for a new Commonwealth Constitution. As well as making an appropriation commensurate with the needs of same.
