STUDENTS FOR FAIRNESS IN SCHOOL FINANCING

We, the members of the community that have affixed our names below, believe that the current Referendum system in the State of Delaware is unfair and should be changed to provide stability and equality in the financing of public education. 

We believe that the current system politicizes the issue of school financing and, in order to pass these measures, extracts valuable time from staff, teachers and parents whose talents could be used in other educational pursuits. We know that Delaware is one of only a hand full of states which currently uses the Referenda system for schools, and that property taxes are set at 1983 property values.  We know that the failure of a District's referendum results in the cutting of funds for everyday school necessities; such as paper, textbooks, after-school activities and the need for hiring more teachers to relieve the large class sizes.

Therefore, we support legislation that would either abolish the current referendum system or alter it to lessen the need for referenda, such as a regular reassessment of property, in situations that would result in the elimination of the previously mentioned vital needs of any school.
