Repeal the Phoenixville Area School District Occupation tax
Under Pennsylvania law, municipalities and school districts can levy an occupation tax, which taxes residents based on their occupation, historically considered a form of property. The occupation tax, as it currently stands, is based on an outdated model of employment. The occupation tax imposed by the Phoenixville Area School District is administered inappropriately. New residents are not informed that this tax will be collected, and it is not listed on the PA.gov website as part of the calculated local taxes. The calculation of this tax is arbitrary and inequitable, as it is based on one's job title and not on one's income. This creates an unequal burden on low-income professionals who reside in Phoenixville. We argue that there is a better, more equitable way for PASD to collect needed revenue from Phoenixville residents.
We, the undersigned, are concerned citizens who urge our PASD School Board leaders to act NOW to repeal the current version of the occupation tax and to replace lost revenue in the form of an income tax levy according to the Local Tax Enabling Act, Chapter 4 entitled "Optional Occupation Tax Elimination."
