Require Licensure for Lactation Consultants in Massachusetts

Today in Massachusetts, more and more mothers are choosing to breastfeed - in fact about 80% of new mothers in our state begin breastfeeding their newborn. Occasionally, there are issues that arise for mothers and infants that can make breastfeeding challenging. This is when a mom will seek "professional" help. While there are many qualified lactation consultants in our state, we do not have any licensure for these practitioners. And because lactation consultants are not licensed, it can be difficult for mothers to have access to quality care that is reimbursable by insurers. So while mothers some mothers can afford a private home visit from a lactation consultant, there are many mothers who cannot. In addition, there is no limit to who can call themselves a "lactation consultant." The International Board Certified Lactation Consultant (IBCLC) is considered the standard for lactation care. Those who hold this certification have fulfilled many requirements, have experience assisting breastfeeding families, and have passed a rigorous examination. There are many other levels of education amongst those who call themselves "lactation consultants," some with as little as a one week class. Licensure of IBCLCs will protect the public interest, and allow fair access to this much needed professional service.
