Make Hoverboards legal to ride where you like!

I believe that Hoverboards/swegways should be made legal to ride on the roads or wherever you like.
How many accidents have been caused by these?
The hoverboard is a trendy new item taking todays generation by storm.Not only does it cost a few but now we need insurance and a license for it?
This item is loved by children and they dont even go fast,a bicycle could go faster.
