second chance for long term lifers 2009

my organization is fighting to implement the reform bill, that was enter into the the department of corrections back in 2005, and as not been implement or brought to the table for discussion. This bill is to try the monitoring system on rehibilitated inmates. trying to give them a scond chance and contribute back into society.
