Stop Illegal Activity on Mazomanie's Public Beach!

Dear Governor Scott Walker,

We the undersigned citizens of the State of Wisconsin, are writing to urge you to enforce the laws on public nudity at the state-owned Mazomanie beach, as is done consistantly throughout the state. The long history of lewd, lascivious and unlawful behavior at this public beach has been fostered by the ongoing tolerance of public nudity. As a result of the inaction our law enforcement officials diplay in that region to prosecute for nudity on the Wisconsin River at Mazomanie, we are compelled to petition that:


Whereas
,
according to the Associated Press and Channel 3000 News on April 17, 2012, "Officials said arrests for drug use and illicit sex at the beach on the Wisconsin River just north of Mazomanie spiked last year. In just nine days of surveillance, wardens arrested 42 people for illicit sex or drug possession, up from 14 in six days in 2007." (1); and


Whereas, it is statistically proven that where public nudity exists, the rate of illegal activities is raised considerably, including public sexual acts, rape, illegal drug use, cruising, sex and drug trafficking etc. (2); and

Whereas, many children every summer are exposed to adult nudity and even expected to participate in children’s events in “Mazomanie Nude Olympics”;(3) and

Whereas, given the high rate of sex crimes committed, the children taken to this beach are at an elevated risk of being exposed to sexual misconduct by adults and potential assault by child molesters; and

Whereas, the takeover of this publicly owned beach by nudists, exhibitionists, and sexual deviants, (DNR estimates 70,000 each year), renders it completely unusable to the remainder of the public, and causes unsuspecting people (including families and youth groups) enjoying recreation on the Wisconsin River to be exposed to lewd behavior and illicit drug activity (2); and

Whereas, Wisconsin State Statute 944.20(1)(b) prohibits “publicly and indecently exposing genitals or pubic area”; and

Whereas
, the Department of Natural Resources and Dane County prosecutors have for years attempted to curtail illicit sexual activity and drug use, while ignoring their responsibility to enforce the law against indecent exposure at the beach in Mazomanie, causing an unbalance in enforcement of Wisconsin state law, resulting only in ever higher rates of criminal activity; and

Whereas, this failure to enforce Wisconsin State Statute 944.20, has wasted taxpayer money on increased patrols in an effort to curtail some of the illegal activities, while harboring nudity; and

Whereas, Department of Natural Resources wardens and local police officers are ordered not to make arrests for indecent exposure, but to oversee the illegal activity, creating an unbalanced, lawless environment, even resulting in DNR wardens being accosted for sexual acts while on patrol (2);

Wherefore, for the sake of the innocence of countless children, the restoration of the safe use of the entire Wisconsin River to all of the state’s citizens, and the reputation of the state of Wisconsin, we implore you to “take care that the laws be faithfully executed”, a responsibility granted to you by the Wisconsin Constitution.
